  1. But it’s not really so very different from the type of opposition you see in more affluent areas like Richmond, Hampstead and Surrey. The incumbent residents of these areas, can be just as hostile, but are more adept in couching their formal opposition to housing in the language of environmentalism, ‘sustainable development’ and the ‘historic environment’. Singling out Havering is unfair in this respect. Take for example the current case of Historic England’s opposition to a housing development in Hounslow because it overlooks Kew Gardens on the other side of the river.
