His private members bill Local Planning and Housing Bill 2015
Includes the clause 3(2)
A local authority may only consider new planning applications to build housing when there is no housing stock in its area.
Which is every LPA.
The fact that he uses terms like ‘local authority’ not ‘local planning authority’ and ‘may only consider’ (LPAs have to consider everything) and ‘to build housing’ (you dont put in an application to build housing but to permit it to be built by yourself or someone else) shows he knows nothing about planning law or even public law (he was a criminal lawyer).
Amongst other gems is banning all greenfield development and restricting planning permissions to nine months. Other aspects deal with genuine issues like prematurity but overall a total mess.
